About the Author EMIL SIMIU, PhD, PE, NIST Fellow, and Research Professor at Johns Hopkins University, has conducted research for the National Institute of Standards and Technology and has served as a consultant for industry, government, and the World Bank. A past chairman of the ASCE Committee on Wind Effects, he was the 1984 recipient of the U.S. Federal Engineer of the Year Award from the National Society of Professional Engineers.
ROBERT H. SCANLAN, PhD, Dr. ès Sci., PE, is Professor Emeritus at Princeton University and Professor of Civil Engineering at Johns Hopkins University.
